Critical Issues of the Project
Land Acquisition : As per signed Joint Memorandum dated 12.12.2023 under Clause 10.3.1 of Concession Agreement (CA), the % length / land handed over 85%, however, physical possession of land is available to the Concessionaire is 27.824 km that too in bits and pieces which constitutes 48.26% of the total project length. The same informed and requested Authority to handed over hindrance free land as per the provisions of the Concession Agreement by the Concessionaire vide letter no. GBHPL/AIPL/DB_NH114A/2023-24/119, dated 20.03.2024.
Approval of COS-01 : The Concessionaire vide letter no. GBHPL/AIPL/DB_NH114A/2023-24/54 dated 06.02.2024 has submitted proposal for Change of Scope -01 (COS-01) for VUP Ch. 89+027 & VUP Ch. 128+118 instead of LVUP’s as per Schedule-B of Concession Agreement. The IE has review the proposal submitted by Concessionaire and raised observations vide their letter no. ARMENGE/NHAI/JH/IE/Basukinath-Deoghar/2023/5025, dated 12.02.2024. The Concessionaire is hereby requesting to give the In-Principle approval as discussed in the various progress review meeting with IE and Authority.

Backdated Appointed Date : The Concessionaire vide letter no. GBHPL/AIPL/DB_NH114A/2023-24/28 dated 28.12.2023 has requested to consider the appointed date from 26.12.2023 instead of 12.12.2023.
